I can duplicate this. I don't even have two different stmp servers, but
have two accounts. Here are my steps: compose a message. Hit Send.
Message is now in outbox.
Open the message. Change the account in the window in the upper right
hand of the message window. [via the drop down arrow]. You will be asked
whether to duplicate or to change as draft. Choose change as draft. Then
hit send again.
Connect to internet [I am on dialup]. Send message [I used the "command -
" option]. The message will go out twice. [in my case as two separate events.]

I am using PM 4.1.3 so possibly it could be fixed in the new one?
