I don't use the toolbar, but personally I find almost all of the button icons used throughout PM to be ambiguous and visually unhelpful. (Example: in mail filters: there is a cog wheel. I have to mouse-over it to be reminded that it means "new filter". Then there are a pair of stacked rectangles. I have to mouse-over it to remember that it means "duplicate".
