I agree with you, and said as much in a thread on exactly this topic some
months ago.  I don't seem to have saved those messages so I forget
exactly when that was, or who else said what.

As I recall though, the upshot was that this discrepancy was by design --
CTM concluded that it was optimal to have two distinct commands rather
than a context-sensitive behaviour, unfortunately.
