That's not really a bug, it is a design choice. You have one copy of the
attachment for each copy of the message.

The attachment file associated with the IMAP message stays in the
attachment folder as long as the IMAP message stays in the IMAP cache. If
you empty the cache, or delete the IMAP message, the attachment will be
moved to the Finder trash.
