Signatures are not automatically added when you create a message by
script; you can add them manually like this:
tell application "PowerMail"
set theContent to clipping of text clipping named "Test Clipping"
set theContent to theContent & return & signature of text signature
choice of account "Test Account"
set themsg to make new message with properties {subject:"Test Message",
content:theContent, account:account "Test Account"}
open themsg
end tell
