What you are seeing is most likely the symbol used to indicate the text to which you are replying. I don't get dots, rather I get chevrons ">" or in other packages, solid lines or bars. The reason some might disappear is that by resizing the window, you are changing the wrap point, most likely. As an example, my copy of T-Bird shows your example text with a solid bar as the "quote" character, while in this reply, it has been converted to a series of chevrons.
