AFAIK, PowerMail has never been one of the iPhoto options without third party software. I can't recall the name of the software as I don't use it. I stopped using it a long time ago because it took forever to be updated to new releases of iLife/iPhoto. And I'm not one to upgrade too quickly to new versions of software, but I really like iLife so I quickly upgraded to '08. Now I'm getting ready to switch to Mail sometime after Leopard is released - mainly for better integration with applications and the HTML that I abhor but has become a necessary evil.
I just looked it up, the software is "iPhoto Mailer Patcher".
