Fort Calhoun does not require fire fighters to wear turnout gear for fit testing.
FYI - I recently (within the last week or two) watched the fit test training video that comes on the CD with the Portacount software and surprisingly they did have a guy wearing bunker gear (jacket and helmet) doing the fit test exercises. I think they actually said anything from the shoulders up that could interfere with wearing of the respirator should be worn during the fit test.
