At issue is sending large transformers, circuit breakers or transmission equipment to a salvage or junk yard with sufficient quantities of ceramic materials to alarm their gate monitors. In California the yard notifies the state which requires a 4 hour notification to the NRC under 10CFR50.72(b)(2)(xi) if the material originated at a licensed facility.
