At V. C. Summer, leaving site without an exit whole body count is documented 
and generally a CR is initiated to be addressed by the group the worker belongs 
to.  The exit body count can be waived in situations such as you mention by the 
Health Physics Supervisor, Dosimetry or other knowledgeable member of 
supervision assuming the worker did not alarm the passive monitoring 
instrumentation when exiting the protected area.

Periodically, a worker leaves site without an exit whole body count.  Most 
often, this occurs when the worker phones-in their termination due to 
medical/family emergencies.
Does you site document instances of workers leaving site without an exit whole 
body count?
