Dresden has a filter punch that takes samples underwater for the Trinuke 
filters.  This seems to be the best method to obtain the sample.  We obtained 
ours years ago from some processing company.  Trinuke sells one:
 
Filter Sampler Model FS-12
TRI NUCLEAR has developed a light weight, pneumatic, underwater filter sampler 
that will take a 1/2in dia punch sample of a Tri Nuclear filter cartridge.  The 
filter cartridge media is sampled ~12in down from the top of the filter.

You just have to get approval to place in the pool.
 
If this is not an option you should try to get a surrogate sample.  You can get 
some of the sample filter media and run an amount of water into through the 
filter to get an appropriate sample.

Subject: Powernet: Characterization of cartridge filters






Looking to benchmark best practices on characterization of filters used in 
liquid processing systems (e.g. Trinuc filters) for shipment/disposal. At 
Ginna, our practice is to take a core-bore type sample of each filter. The 
nuclide information obtained is then used to perform dose-to-curie evaluations. 
We have been challenged as to whether this practice is efficient and ALARA. 
 
What is everybody else doing?
-          “Core-bore” sample of each filter?
-          “Core-bore” sample of a representative selection of filters?
o   How do you ensure your selection is representative?
-          Smears?
o   Where/how many?
-          Something else?
Have your chosen techniques been questioned/challenged by the regulators?
