Palo Verde uses the PM-7 portal monitor at the exit of each unit RCA and at the 
protected area exit; however, this is done in conjunction with a robust whole 
body counting program. We perform in-vivo WBCs on an annual, for cause, initial 
employment, and termination basis.  The portal monitors provide indication of 
potential intakes and the presence of photon emitting contamination that may 
have escaped detection in our beta sensitive contamination monitors.  In this 
regard we use the portal monitor as a passive monitor; however, if the phrase 
"implementing passive monitoring" implies the elimination or reduction of or 
routine whole body counting, PV has no intention of changing our program.  We 
have done extensive field testing that has shown activity up to 50,000 dpm of 
internally deposited activity or surface contamination is less than ideal body 
location can be difficult to detect with the PM-7.  Passive monitoring at your 
RCA egress point should be a part of good field assessments (air samples, 
contamination control, etc) along with a rigorous WBC program
