Hey old ALARA guy.. At DB, we do much the same. We will subtract 10% or less from the estimate to set a goal. The estimate consists of wrench time hour estimates and effective dose rates. We also will use historical best performance as a basis for challenging projects or maintenance activities such as steam generator maintenance or reactor/refueling activities.
