CNS provides the following response from our access control procedure: Items 
hanging from the spent fuel pool that would create a Locked High Radiation 
Area, if removed from the water, will be locked and controlled by Radiation 
Protection Department personnel. During work activities where continuous RP 
coverage is required or when no activities are being performed in this areas 
and access is restricted in the FME Zone 1 Area (such as refuel outages, fuel 
pool cleanup projects, and cask loading operations), this requirement may be 
waived by the Radiation Protection Manager or designee.  CNS utilizes lockable 
curb hangars to meet this requirement.
