Subject: Powernet: Do you require any documentation for Passive Monitoring?

Browns Ferry currently documents all exit passive monitoring counts for a 
terminating worker on a log and the technician observing the count signs the 
log.  Based on previous benchmarking I have always felt that the individual 
being counted should also sign to acknowledge the count.  That part was never 
implemented due to objections from our corporate office.

Now our corporate management has decided that we should no longer keep the log 
of passive counts for terminating workers that had been performed.  To me if a 
survey is not documented, it was not done.

If you use passive monitoring,  what documentation do you retain for a 
terminating worker?  Does anyone not keep a record of these counts or who 
observed them?  I have never been to another utility where they have not at 
least been observed when terminating.
