Palo Verde provides the following response:

Do you require emergency response personnel in the TSC and OSC to be rad 
workers?

ERO members are required to maintain all qualifications required for their ERO 
position.  The Emergency Response Training Program indicates qualification 
requirements for key members of the Emergency Organization. We don't delineate 
radworker qualification as part of Emergency Plan assignments per se.

For example while Operations, RP, and Repair Teams consist of personnel whose 
regular assignments consist of routine RCA entry, they would necessarily be 
required to be radworker qualified.  However, the OSC and TSC have 
administrative staff that are required to respond and provide clerical support 
along with Engineering, Maintenance, and Communicator positions that do not 
require RCA entry and therefore would not necessarily be required to have 
Radworker qualifications.  They would only be qualified Radworkers if required 
by their normal or outage work assignments.  The only people required to be 
radworker qualified are those personnel expected to receive > 10% of the 
occupational limits of 20.1201 are required to qualify as radworkers.

We perform habitability monitoring in these facilities and RP would issue 
dosimetry and monitor dose accordingly if radiological conditions dictated such.
