Subject: Powernet: Controls during at-power reactor containment entries

Are reactor containment entries permitted, either inside or outside the 
bioshield, during reactor power increases, e.g., power ascension after a refuel 
outage? No, Operations procedure requires "steady state Rx Power level" for 
Containment entry.

What controls are in place to control incore detector operation/movement during 
reactor containment entries while at power? RP keeps breaker (that provides 
power to the Incore detector control panel) locked open at all times except 
when detector manipulations are required.

Is a representative of Operations required to attend pre-entry briefings for 
reactor containment entries at power? Only when Operations is making the entry.
