 yes

2.      If so, what limit do you use as the basis for identifying a source as
non-exempt?
 (i.e., 10 CFR 30.70/71, 10 CFR 20 Appendix C, etc.)

3.      If so, what is the distinction used (marking, location, procedural
controls, etc.)?

internal numbering system for exempt / licensed, exempt sources = Xyr-xxxx,
e.g. X14-0001, licensed would be L14-0001, number (along with other
information) is placed on source (or container) so end user is able to
readily identify if source is exempt / licensed quantity
