4.2.2. Routine Passive Monitoring

1. Personnel are routinely monitored for internal dose via the use portal 
monitors at exit locations.

2. Baseline screening prior to work in a RCA is not a routine requirement. 
In-processing whole body screens are performed for individuals identified as
having a reasonable potential for internal or external contamination. 
Reasonable potential may include individuals who have recently worked outside 
the USA or individuals suspected of internal and/or external contamination from 
another facility.

4.2.3. Periodic Measurements

1. Periodic measurements should be performed at least annually to validate the 
effectiveness of the bioassay program.

2. A representative sampling of workers (e.g., in the range of 30 to 50 
workers) from the identified workgroups should receive scheduled whole body 
counts. Certain workgroups (e.g., Mechanical Maintenance, Electrical 
Maintenance, Instrument Maintenance, Station Laborers, Radiation Protection, 
Fuel Handling, Operating) that frequently perform work activities in airborne 
or contaminated areas should be selected to participate in a reduced periodic 
measurement program.

3. Workers may be chosen on the basis of RWPs (and associated air sample data) 
indicating the highest potential for internal contamination occurring. 
Radiation Protection should work with schedulers/planners or other persons from 
affected departments to set up dates and times for performing periodic whole 
body counts.

4. DETERMINE the appropriate bioassay technique for periodic measurements based 
on the expected radionuclide(s) of potential exposure for the individual or 
work group.

5. DOCUMENT, if necessary, any additional bioassay measurements that need to be 
made for certain individuals or work groups.

6. DOCUMENT all individuals and/or work groups receiving periodic measurements.

Recently at Cook we have instituted the practice of exclusively passive 
monitoring every worker in and out processing. My question is, what does your 
plant do to validate the effectiveness of your passive monitoring program?  Do 
you perform random whole body counts? If so, with what frequency?  Does your 
frequency increase during outages?
