We would use an alpha frisker if greater than 100k dpm beta. However, our "high contamination" is about 20 mrad/hr rather than 15 R/hr. Although EPRI would specify alpha counts in this situation, I think you've identified what your real radiological risk would be for this work. Hopefully, you would be able to find some smears with reasonable levels of beta to validate the alpha ratios for the work.
