At Exelon we provide a WBC for an incoming high risk worker such as someone
coming from an IATA plant with 22 kdpm PCM set points and no portal monitors.
That is only a handful of workers for an entire outage. Our gatehouse monitors
can also see 1% ALI. I would not go back to doing a WBC or portal monitor
count for everyone processing in for an outage.

Do you perform incoming initial WBC or do you have a monitor at access portal
on inbound traffic side that workers pass thru daily?
