At Exelon we provide a WBC for an incoming high risk worker such as someone coming from an IATA plant with 22 kdpm PCM set points and no portal monitors. That is only a handful of workers for an entire outage. Our gatehouse monitors can also see 1% ALI. I would not go back to doing a WBC or portal monitor count for everyone processing in for an outage.
