Can you check if the processor is throttled (not cpufreq, but acpi
throttling)? Check either with "powersave -t" or just by looking at
/proc/acpi/processor/*/throttling.

If this is the case, we need to check why your machine does not get
de-throttled once the cpu is loaded.
