I used Process Monitor from www.sysinternals.com and found:
As Administrator:
-Cd to c:\foobar
-Run get-gporeport -name foo -report html -path .\bar.html
Result:
-bar.html created in c:\users\administrator

My conclusion: A "bug" in the cmdlet code...  Same things happens in Server
2012 R2 Preview...
