On ConnectionUp, dhcpd installs a table entry to ensure that DHCP packets get to the controller. On LinkEvent, l2_multi clears the flow tables of all connected switches to set up new paths. .. this is probably the source of the problem. The latter is undoing the former. You could try fixing it in a number of ways. I'd probably do it by subclassing the DHCP server and adding a LinkEvent handler at a lower priority than l2_multi's.
