Promote sci-tech innovations for national defense by law The new Regulation on National Defense Patent is an important move to meet demands for developing science and technology for national defense in the new era and improve the national defense patent system. The regulation is sure to give an important impetus to the advancement of the science and technology for national defense, scientific innovation and development of the PLA's armament. The cause of the national defense patent is an important component of the country's patent work, a work of importance that protects inventions in relation to national defense and mobilizes the initiative among scientific and technological workers for national defense. The Party and the government have consistently attached importance to the work of national defense patent. With approval of the State Council and the Central Military Commission, the Commission of Science, Technology and Industry for National Defense promulgated the Regulations on National Defense in 1990. Following the establishment of the socialist market economy and development of military reform with Chinese characteristics, especially with the reform and innovation of the scientific research for national defense, the cause of patent has become more and more important in the development of national defense technology and construction of armament. The objective situation requires further improvement of the national defense patent system, so that it can adapt to new conditions and will create more favorable conditions for the construction of armament. Summarizing the experience of over 10 years in the work of national defense patent, the new regulations bear distinctive features of the time and fit better the rules and characteristics of national defense research under new situation. Therefore, it has laid a solid basis for the work of national defense patent under new situation. The promulgation of new regulations fully represents the State Council and CMC's attention to the work of national defense patent. All the nation's major military industries will be open to public at an exhibition held at the Museum of China's Revolution and Military on September 26. The exhibition includes nuclear, space, aeronautic, ship, weaponry and military technologies and electronics in military industry. It is the first of its kind and jointly held by the six major military industries. As learned from the Commission of Science, Technology and Industry for National Defense, the exhibition features over 50 pieces of military weapons and models, including civil ship, warship, Long March-3 etc. Some of the warship models are made at a ratio of 1:2 or 1:10 and among them 80 percent will be open to public for the first time. A large amount of 700 photo display boards will introduce China's latest weaponry to visitors. Positioned as an "advanced scientific publicity", the large exhibition will show the drafts for manufacturing atomic bombs, rockets and the principle of fighters, which are especially dedicated to students and military lovers. Almost half of those to be shown are made by academicians of Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE) as well as experts in nuclear industry. Sources say the seven-day exhibition, jointly sponsored by the Commission of Science, Technology and Industry for National Defense and the National Office for Education on National Defense, is expected to receive visitors estimated at 60, 000 to 80, 000.
