Freedom of Expression Denied
The Police Swoop Down on 5TH December Rally in Patna
The AIPRF committee in Delhi condemns the police action in Patna and other
cities in Bihar in which it resorted to large scale cane-charging and arrests.
The police swooped on the people in the Gandhi Maidan in the night of 4th
December, uprooted the shamiana and brutally beat up the people who had
assembled there for next day�s Rally. About 15,000 people had reached the
Maidan a night before and were camping there. The police came in the middle of
night and without any warning and provocation started beating and arresting the
people. More than 150 persons including women and children were arrested.
Dozens of men, women and children were injured and one person received serious
head injuries and was hospitalized.
The lathicharge was resorted to forcibly disperse the rallyists. It is to be
noted here that earlier the police had given the permission to hold the pubic
rally but the Bihar home ministry and the Patna IG Police met on December 4th
and decided to obstruct the coming peaceful gathering. The organizers of the
programme were not informed about the cancellation of the permission, rather,
they started beating and arresting the activists in their communes. Two
communes were attacked by the police on the evening of Dec. 4. Various teams of
activists were harassed while they were making preparations.
On December 4th and 5th police obstructed thousands of people coming in the
trains at various railway stations and beat them there. Reports say that the
police resorted to brutal beatings at Gaya, Hazaaribag, Jahanabad, Arwal,
Masauri, Behta and other places to prevent them from reaching Patna.
This is the second time in a few days that the Indian State police forces have
prevented the people from expressing solidarity with the revolutionary and
peoples movements going on in various parts of the country and who were
assembling to hail the formation of CPI (Maoist). On November 25 the police
forces in Delhi arrested or detained more than 1600 persons from many places in
the capital, however, the programme was held in police station premises where
revolutionary songs dramas and speeches were held. But in Patna the police
started its operations a day before arresting and lathicharging people in
various cities.
The Delhi Committee of the AIPRF takes strong notice of the highhanded police
behaviour which is nothing but the denial of freedom of expression. It
castigates the government in Delhi and as well in Patna for denying the very
fundamental right of the people to assemble and hold meetings.
It is a shame on the government of India which declares day and night that
India is the biggest democracy in the world. In fact it acts in a fascist
manner when the people�s real forces come to exercise their democratic rights,
whether they be the peasants of Rajasthan or Haryana, students of Punjab or the
tribal people of Kerala, or the workers of Delhis sprawling industries.
Everywhere the people confront the same kind of repressive machinery and
everywhere their just and genuine struggles are suppressed with batons, bullets
and jails.
The AIPRF appeals to all the democratic and justice loving forces and all those
who stand for the just cause of the people to condemn the behaviour of the
Indian State and come forward to snatch back the democratic right of protest
and assembly. The convener of the Delhi State unit cautions the people to be on
guard for the Kolkata Rally on December 16. He hopes that the left Government
of West Bengal would not repeat the acts of their counterparts in Delhi and
Patna and would allow the right of peaceful assembling for a cause.
