Sri Lanka diplomat joins race for UN's top job 
Jayantha Dhanapala is second candidate from Asia
seeking to succeed Annan in 2007

NEW YORK - A SRI Lankan career diplomat with close
ties to Washington and the United Nations has entered
the race to succeed Mr Kofi Annan as the next UN
secretary-general.

The Sri Lankan government will nominate Mr Jayantha
Dhanapala, a former ambassador to Washington, for the
top UN job, according to diplomats. The position will
fall vacant in January 2007.

Mr Dhanapala, who ran the UN disarmament office for
five years, is the second candidate from Asia. In
September, Thailand nominated Foreign Minister
Surakiart Sathirathai.

'One advantage that Mr Dhanapala has is his knowledge
and experience with how the system works,' a Sri
Lankan diplomat said last week.

The former disarmament czar also has significant
international experience and strong ties with
Washington.

'This could be very important in that position,' said
the diplomat.

Sri Lanka has sent out feelers to other South Asian
nations in the hope of building a regional block of
support. This could counter Asean's support for Mr
Sathirathai and discourage challengers from Pakistan,
Bangladesh or Nepal.

India, which is keenly eyeing a permanent seat on the
Security Council, is unlikely to put forward a
candidate for the secretary-general's position.

As the UN Undersecretary-General for Disarmament
Affairs from 1998 to 2003, Mr Dhanapala, 65, was
responsible for promoting nuclear non-proliferation
and overseeing the creation of a conventional arms
registry.

Before then, he served as his country's ambassador to
Washington from 1995 to 1997, and has also held
diplomatic posts in London, New Delhi and Beijing.

He has long experience working with the Non-Aligned
Movement and was president of the 1995
Non-Proliferation Treaty review and extension
conference.

Since leaving the UN early last year, he has served as
secretary-general of Sri Lanka's 'peace secretariat',
the department responsible for negotiating with the
insurgent LTTE, better known as the Tamil Tigers.

Around the UN last week, diplomats were not surprised
to hear that Mr Dhanapala would be seeking the top
job.

'Not a bad choice,' said one African envoy. 'He
certainly knows the UN and should focus on development
goals, coming from Sri Lanka.'

However, he added: 'I would like to see who else will
step forward.'

The next UN secretary-general will have a full plate,
undertaking institutional reforms such as the
expansion of the Security Council, the strengthening
of the General Assembly and a reassessment of the
priorities of various UN programmes and mandates.

The reassessment process is already under way with the
recent release of suggestions from a high-level panel
commissioned by Mr Annan, but many of the more
ambitious changes are likely to take years to pull
off.

As well, the UN is still likely to be involved in
rebuilding Iraq, peacekeeping in central Africa and
shepherding bedrock development throughout much of the
southern hemisphere.

The position of secretary-general, like most senior UN
postings, is filled by a person from a different
regional group each term. The next posting is widely
considered to be Asia's turn to fill.
