Movement of 1990!

Dear Republic loving masses,
April 6 is that historic day in the mass movement of 1990, when the sea
of people in millions marched forward to root out the monarchy and Panchayati
system as well. But likewise in 1950 and 1980, the aspiration, feeling and
desire of the agitating and radical Nepalese mass to build the Republic became
the victim of the palace and various national/foreign conspiracy. The mass
struggle was concluded in negotiation between the forces, which represent the
interest of the Royalist feudal elements, and various international imperialist
power centers. Despite the sacrifice of thousands of people, Democracy could
not bee introduced in the country, it is because the tailist attitude was
dominant which assigned king- the base of nationality and the international
imperialist power centers- the epitome of Democracy. The last 15 years have
proved this bitter reality well. On the other hand the success achieved
consecutively in the later 10 years are the evident of the revolutionary trend
which urged People to hold the banner high in order to bring full democracy in
1990.
Nepalese People have fallen in the grip of the imperialist policy of the
western countries including India which vociferously claim democracy and in the
grip of the national feudalist too that harps on nationality. Time and again
history has unveiled the fact that nationality and democracy of the national
feudalist and foreign imperialist is absolutely hypocritical. Only after being
independent and self-reliant, Nepalese mass can gain genuine and full
democracy. Democracy attained by that means would be stable. That sort of
democracy only can safeguard the sovereign power of the country. Setting up of
the foundation of national independent economy and industerial development can
solve the problems of poverty, unemployment, and education including health
that is rife in the country. Such was the feeling and desire of the sea of
People marching in millions towards the Narayanhity palace in April 6, 1990. Or
they aspired for full democracy without King, the real democracy devoid
of foreign activity and intervention. The events from 1950, 1960, 1980, 1990
to Feb1, 2005 have proved true to the fact that complete democratisation of
Nepalese society is only possible through the revolutionary way rather than the
reformist way. Advancing in this very road, England including America and other
countries, which are regarded as the ideal of the capitalist democracy, has
accomplished the capitalist democratic revolution.
What even the events after 1990 proved well is, the constitution prepared
to institutionalise the constitutional monarchy and multi-party democracy was
not an 'excellent document' gained by the mass movement as said by the
parliamentary parties. But the constitution was as feeble as pointed out by the
revolutionaries. In real sense, it was a constitution to confer validity to the
People-betrayer and nation-betrayer Nepalese feudalism to rule from the thief's
hole. It was a deceitful constitution because it did not make People sovereign.
That is why contemporary revolutionary assigned the tripartite negotiation
between the King and 'left'-Congress as a deceit and appealed to enhance the
movement continually unto the attainment of full
democracy. It was a revolutionary trend advanced against the reformist trend
prevalent in the Nepalese politics since decades. It must be fresh in the
memory which revolutionaries added heat to the street and even to the
parliament against the conspiracy committed against Nepalese People. Finally,
when all the entrances of the democratic transformation of Nepalese society by
the peaceful means were blocked, Nepalese People in the leadership of NCP
(Maoist) since 1996 have raised the banner of revolt high. The following nine
years have witnessed fierce clash between the regressive feudal and forerunning
revolutionary trend. Generating the link of nation-betrayal and People-betrayal
consecutively, the feudal regressive trend has reached the threshold of
complete defeat. This section has already exerted its might full-fledgedly to
save their existence. The military campaigns launched by the misdeeds like
palace massacre, killing, loot, arson attack, rape in the thousands of villages,
and emergency enforced twice against revolutionaries have been the expression
of it. The raising of alarm with America, India and England to crush the People
and dissolution of parliament in Oct 4, 2002 were the very continuation of the
desperation of the regressive trend. Finally, this regressive trend or the
phantom of Panchayat, shattering constitution, law and entire limited
democratic rights and even dismissing the parliament is forced to show its real
face in Feb 1, 2005. Taken off the inner wears, the emperor has become entirely
naked. The emergency imposed this year in Feb1 is not consequenced from the
People's crisis but from the crisis of feudal regime.
Dear Parliamentarian friends
History can be evaluated even from the tenth angle. But the main thing
is, whether to evaluate from the ground of People or from the ground of
regressive. We heartily appeal to all of our friends of Parliamentary section
to enhance the process of accomplishing the responsibility handed over by the
history upon all of us i.e. to evaluate the history in favour of People.
Because the great martyrs from Gangalal, Dashrath Chand, Netra Ghimire, Rishi
Devkota and Yagya Bahadur to in the later period, great martyrs Com. Suresh
Wagle, Krishna Sen, Sherman Kunwar and Mohan Chandra Gautam have become the
victim of the feudal military camp. Because it has left none from being
unaffected, whether it be the King Birendra or the popular singer Praveen
Gurung or why not be it the elected Parliamentarian, all have come into the
clutch of doom termed as the feudal military clique. At the moment belated to
throw the monarchy into the dustbin of history forever by the consolidated
unity between
the revolutionary Maoists and the parliamentarians, various international
power centers and American imperialist together are conspiring to bring split
within People. Imperialists have sponsored a massive spurt of propaganda- the
aim of Maoists is to rule a single Party government of the so-called Pol pot
style. But the Nepalese People never believe their propaganda. Our organisation
that is; anti-feudalist and anti-imperialist and the supporter of the
Democratic Republic Nepal declaims and condemns vehemently to the imperialist's
mal-propagation. We are confirmed in the present objective of the establishment
of the multi-party Democratic Republic proceeded by the NCP (Maoist) to have
been the base of unity between the political parties and the only road in
giving way out to the present crisis. Therefore, to express solidarity in the
struggle of ending monarchy and establishing the Multi-party democratic
Republic, we heartily call on all the anti-feudalist and anti-imperialist
masses residing in India to participate in the mass demonstration beginning at
12 noon, April 6, 2005 at JantarMantar in Delhi.
