The Department of Parliamentary Services said the
package was addressed to Mr Downer and contained a
sealed plastic bag of white powder.

Tests were being carried out on the powder but
officials said there had been no contamination.

The department said the parcel was found at 0905
(AEST) Friday during routine screening in the
Parliament House loading dock.

"With the authorisation of the intended recipient, the
package was opened in a secure area and found to
contain a sealed plastic bag of white powder,"
department secretary Hilary Penfold said in a
statement.

"The substance was isolated in the hazardous materials
area of the loading dock."

Mr Downer was not immediately available for comment.

Police would not say how many staff were affected or
whether they were going through a decontamination
procedure, but confirmed workers were being kept in
isolation.

The scare comes just days after the Indonesian embassy
in Canberra was locked down for 12 hours after it was
sent an abusive letter accompanied by a bacterial
powder, which has turned out to be harmless.

The embassy has been closed since the incident but is
expected to reopen soon.

ACT Police Sergeant Steve Cook said they were
investigating whether there was a link between the
latest package and Wednesday's terror threat.

"There is no evidence at this stage that links the
two, however there is an ongoing investigation," Sgt
Cook told reporters.

The parcel has been sent to the ACT Analytical
Laboratories.

Police and the fire brigade were called to the House
of Representatives loading dock because of the
concerns surrounding the package.

Ms Penfold said the loading dock had not been
contaminated.

"Nor has there been any contamination of any other
area within Parliament House," she said.

"The staff member who detected the suspicious package
will be offered counselling."

The loading dock was reopened shortly after 1400 AEST.

Parliament package threat annoys Downer

Foreign Minister Alexander Downer, the target of a
suspicious package containing white powder, has
described the incident as deplorable and possibly
criminal.

Mr Downer is caught up in the second major security
scare in Canberra this week after a parcel addressed
to him containing a sealed plastic bag of white powder
was intercepted at the Parliament House mail room on
Friday morning.

Mail room staff who first notified authorities of the
suspicious article have been isolated.

Mr Downer said the package was intercepted during
routine security screening.

"The package contained white powder and has been taken
away for testing," he said in a statement.

"None of my staff, nor any parliament security staff
came into contact with the contents of the package."

Mr Downer described the incident as deplorable.

"As I have said this week in relation to the incident
involving the Indonesian embassy, this type of
intimidation is deplorable," he said.

"The matter could be a serious criminal offence and it
is best handled by the police."
