China blasts `dangerous' expansion plan at U.N.

NEW YORK-Wang Guangya, China's ambassador to the United Nations, vowed to
oppose a ``dangerous'' resolution drafted in part by Japan to expand the U.N.
Security Council.
Japan, Germany, India and Brazil-the so-called G-4 nations seeking
permanent membership on the council-want the resolution adopted at the U.N.
General Assembly.
But Wang, whose country already holds a permanent seat and the
accompanying veto power, said the resolution is ``dangerous'' because it would
split the U.N. membership.
He made the comments Wednesday in an interview with media organizations,
including The Asahi Shimbun, after attending a meeting of the Uniting for
Consensus, a group opposed to Security Council expansion.
Italy, Pakistan and South Korea are the core members of this opposition
group.
The draft resolution revealed last month calls for increasing Security
Council membership to 25 from the current 15 by adding six permanent and four
nonpermanent members. Under the resolution, the council would have 11 permanent
members and 14 nonpermanent members.
Before the interview, Wang told The Associated Press that China strongly
opposes the G-4's expansion plan.
He also indicated that if the General Assembly adopts the resolution,
Beijing would use its veto power to block attempts to ratify the U.N. Charter,
a step necessary for the proposed Security Council reform.
``I don't think (our legislature) will support this,'' Wang told The
Associated Press.
China's opposition to Japan's bid to gain a permanent seat on the
Security Council is not new. But Beijing's trump card has forced Tokyo to widen
its strategy.
``We know China's behind-the-scene moves,'' said a Japanese diplomatic
source at the United Nations. ``We would like to create an international
atmosphere that will pass the resolution in a landslide majority so that
Beijing will feel it difficult to wield its veto power.''(IHT/Asahi: June
