I'd like to second what Mr. Mario just said;
1st, please let me extend my compliment for your
apparently flawless english :) ...
2nd, down to the 'business' :

(*) I'd like to underline point (1) of
Prof. Becker's opinion about the guidelines
for allocating budget for countries with
limited * fiscal space * as Indonesia.
If I could infere what he said, the priority
of the three sectors should be put in the following
orders:
(1) program for macroeconomic stability
(2) program for basic education and health
(3) program for technology development
I don't remember wether our present state budget
already conforms to the above formulation, but
I think I agree with his *fatwa*.
For Indonesia, the program for technology
development may be conducted by inviting the
private sectors (the industry) to cofinance
R&D activities. For this purpose, the policy
for R & D should reflect the need of the industry.
(*) I also agree with point 5 & 6 (5 and 6 are related).
We should let more young Indonesian to go abroad
either for studying or working without being afraid
of * brain drain *. We can regard this as a long
term investment, just like the Indians and the
Chinese have been doing. We can call this kind of
vision as : * brain reserve *
