DH: Vatican atau istilah resminya dalam bahasa Inggris: the Holy 
See, adalah negara berkonstruksi istimewa, bukan negara biasa. 
Mengapa? karena Vatican ini kedudukan pimpinan gereja sedunia, jadi 
berkuasa mengemudikan seluruh hierarki gereja katholik sedunia.

Vatican tak mempunyai wewenang yang ada pada negara biasa, seperti 
Angkatan Perang (kecuali Swiss Guard untuk ceremony).Penduduknya 
hampir 1000 orang, kebanyakan bekerja sebagai pegawai Vatican.

Dasar pemerintahan adalah Hukum gereja katholik.

Perhatikan: Vatican TIDAK berwenang mengatur hidup umat katholik 
secara perundangan. Vatican tidak mengatur hidup umat Kristen yang 
bukan katholik. saya TIDAK tunduk pada Sri Paus sebagai umat 
Protestant.

Introduction

Background: Popes in their secular role ruled portions of the 
Italian peninsula for more than a thousand years until the mid 19th 
century, when many of the Papal States were seized by the newly 
united Kingdom of Italy. In 1870, the pope's holdings were further
