Photo: Reuters BOLIVIAN President Evo Morales has inaugurated an assembly to rewrite his country's constitution, hoping to empower the poor indigenous majority and cement his leftist reforms. Mr Morales, who took office as Bolivia's first Indian president in January, called the nationally elected constitutional assembly a "refounding" of the country. "The big day has finally arrived for our native peoples. If we do not resolve the problems of our Aymaran, Quechuan and Guarani brothers, we will never be able to end our country's social and economic problems," he said. Mr Morales believes the assembly is a legal framework to allow him to reshape his country's history and end centuries of discrimination against indigenous people, who represent more than 60 per cent of the population. The assembly will have up to a year to create a new constitution expected to address issues such as land reform, indigenous rights and greater autonomy for Bolivian provinces. Thousands of Bolivians trekked from mountain hamlets and urban centres to crowd the narrow streets in Sucre, Bolivia's constitutional capital, to celebrate the start of the assembly. Leading opposition groups say they fear Mr Morales will entrench a left-wing agenda in the constitution. But the lack of a majority by Mr Morales' party suggests he will have to moderate his leftist stance if he is to achieve some of his radical proposals.
