as far as I know, there are several 'independent agencies' which have the authority ( & responsibility) to give certification to tehnical products ( such as electric/electronic goods ) relating to the s.a.f.e.t.y issues. in the US, the well known agency is the "UL" (Underwriter Laboratory), and in Germany, it is the "TUV" ( with "U-umlaut" ). So for a product which already has a "UL" or "TUV" certification (indicated by the UL or TUV label) 'sticked' on the casing/housing of the product, if it turns out that this product causes safety problem, it is not only the responsibility of the manufacturer, but also the responsibility of the "UL" or the "TUV" who has give safety certification for this product.
