Officials say the alerts will warn those with respiratory problems about air quality and help parents and school officials make decisions about outdoor activities for children. People who sign up for the service through the Arizona Department of Environmental Quality can get the messages on their cell phone or wireless device by mid-afternoon the day before the alert is issued. The state will not charge for the service, but fees set under cell-phone or wireless plans will apply. "This will help us get the word out ... much more quickly and to a much wider group of people," ADEQ Director Steve Owens said in a statement. "This will be especially helpful for people working in construction, landscaping and agriculture that may not have e-mail access during the day and who will need to adjust their work activities because of an HPA (high-pollution advisory)." The Phoenix area did not meet federal air-quality health standards from 2004 to 2006. Unless the city cleans up the air, it risks losing transportation funding worth hundreds of millions of dollars.
