Call for papers for Aceh Institute Journal The Aceh Institute is an independent research- and policy-oriented institute based in Banda Aceh. It provides a venue for academicians, scholar-activists and scholar-practitioners in Aceh and beyond to exercise their rights and responsibilities as public scholars. The Institute emerged from concerns of worsening humanitarian condition, destructions of public infrastructures and social fabrics due to several decades conflict and, then, worsened by the 26 December 2004 quake and tsunami in Aceh.
The Aceh Institutes vision is a vision of Aceh as enlightened community where critical thinking, knowledge and scientific tradition is nurtured through active involvement of its independent, trustworthy and responsible public scholars. The Institute is achieving its vision through its mission and philosophy by: 1) Advancing Acehnese scholars capacity in conducting studies, analysis and research in various strategic field; 2) Conducting innovative, constructive and applicative researches on Aceh in the field of history; economics and development; politics, law and human rights; education, and human resources development; social change and culture; religion and civilization; peace and conflict studies; regional planning and environment; democracy and civil society; as well as science, technology and health issues; 3) Developing comprehensive understanding and cooperation with different stakeholders and parties inside and outside Aceh regarding to and how to solve problems faced by the Acehnese in particular, and the world wide humanity in general. 4) Advocating for research-based policy in Aceh and beyond. Challenge and Opportunity in Aceh The tragic convergence of the decades-long civil war and the unprecedented natural disaster of 26 December quake and tsunami has created a very complex situation in Aceh. Alas, the disaster has helped made a relative peace possible through the Helsinki peace accord signed by the Free Aceh Movement and Indonesia Government on August 15, 2005. Prospect for better future for Acehnese and Indonesians has been more promising with the passing of Indonesia Law No. 11 on Acehs Local Government known as UUPA or LoGA (Law of Government of Aceh) in 2006 and a successful local election resulting in new government in Aceh. With pouring international aids and expertise, Aceh seems to have all it needs to move forward. Opportunities, however, come with challenges. The relative peace has a long way to go to become a lasting one. There are still yet to be solved and unfinished reconciliation and reintegration problems. Post-conflict and post-tsunami reconstruction has been frustratingly slow. The presence of outside helps is not always a panacea. Sudden increase of foreign money paid to international workers in Aceh has caused increasing living cost and inflation. There is also issue on religion and culture shocks, with demanding conservative teachings on one hand and liberal understandings on the other. The vision of new and better Aceh has been merely a discourse so far. The discussion on reconstruction has been only on physical terms. These are challenges that come with opportunities in post-conflict and post-tsunami Aceh. The Aceh Institutes proposed response Given its comparative advantages, The Aceh Institutes response in 2007-2008 will comprise interventions in the three main areas: 1. Local governance and policy research: Strengthening new local government through capacity building in research-based policy analysis and planning. Two districts in Aceh will be chosen as the pilot project. This project will involve research, surveys, and mapping and database development. 2. Strategic research and discussion series: Strengthening Acehs scholars capacity and involvement in public- and policy-oriented research and discussions. Focusing on action research, the Institute will make several grants available for independent researchers to study various aspects of Aceh and the Acehnese. The study result will be disseminated through various public discussions. The Institute will also invite prominent scholars from Aceh and outside Aceh to address issues of importance and relevance to contemporary Aceh. 3. Documentation, database development and publication: Documenting data and information on Aceh and the Acehnese, building a comprehensive database and publishing quality printed and web-base publication based on the studies, surveys, discussions and other forms of data collection and knowledge production. In line with the third strategy, AI publishes a quarterly journal comprising of thoughts and in-depth analyses on many issues developed in Aceh society. As a scholarly work, the journal should meet the criteria of scientific papers, based on either empirical research, literature studies, or any means of academic advancement. So far, we have already published three volumes of journal. For the next volume, we invite all researchers, academicians, university students, practitioners, and activists to contribute their own views through scientific papers to get published. Your paper will be constituted as important contributions for public policy advocacy. Topic The main theme of this fourth edition is Political Reintegration and Reconciliation. All papers should refer the theme using approach of any perspectives below: - History and experience from other countries - Economics and development - Politics, law and human rights - Peace and conflict studies - Democracy and civil society Key Dates: · Papers must be submitted online as the latest on March 10, 2008. · Peer-reviewing of papers will be held on March 11 March 25, 2008. · Acknowledgment of selected papers will be announced on March 26, 2008. Aceh Institute will select 7 papers for the journal publication and the rest of that will be published in the website along with the certain amount of scholarly allowance. Scholarly Allowance: Each selected paper for the journal will be appreciated by the minimum of IRD 750.000, journal publication and other kinds of publication, and two to three exposure forums. Paper Requirements: 1. Paper should be typed using font Times New Roman, 12 of size, and 1.5 spaces, on A4 size of paper 2. Content will be in Indonesian language and not exceed 5.500 words or around 18 pages maximum (excluded 1 or 2 references page) 3. References should be stated at the end of the paper 4. Despite content will be in Indonesian abstract should be in English and not exceed 200 words. 5. Footnote stating the references for the paper should be inserted on the bottom of each page. 6. The paper should be an original work or never published on other scholarly journals or other publications. 7.
