bagaimana dengan kekayaan tidak resmi?  Bukankah tidak baik apabila anak buah

Yudhoyono's Wealth More Than $1 Million, but He's Not the Richest
Though President Susilo Bambang Yudhoyono's personal wealth increased by about 
$106,000 over a six-month period, to a total of $1.09 million, he is still 
poorer than Vice President Boediono and three of his ministers. 

"My total wealth as of Nov. 23, 2009, was Rp 7,616,270,204 [$822,600] plus 
$269,730," Yudhoyono said during a press conference at the State Palace on 
Friday morning. "On my previous report in May 2009, my wealth was Rp 
6,848,049,611 plus $246,389." 

The president's assets are comprised of fixed properties, such as real estate, 
valued at about Rp 2.4 billion; transportation vehicles valued at Rp 502 
million; securities and deposits worth Rp 3.8 billion; and other valuable 
personal effects, such as his gem and art collections, worth Rp 851 million. He 
has no debt. 

According to the 1999 Law on State Officials, officials are required to report 
their wealth to the Corruption Eradication Commission (KPK) and announce it to 
the public. 

"It is the obligation of all state officials to report their wealth and have 
the report verified, as well as to report their wealth before and after they 
gain their posts," Tumpak Hatorangan Panggabean, acting chairman of the KPK, 
said at the president's office. 

Meanwhile, Boediono's wealth in September 2009 was Rp 28 billion plus $16,000. 
On his previous report in April 2009 his total wealth was Rp 22 billion and 
$15,000. Boediono's vehicles are also worth more than Yudhoyono's, with a total 
value of Rp 940 million. 

Yopie Hidayat, the vice presidential spokesperson, attributed the sharp 
increase in Boediono's wealth to his remuneration from Bank Indonesia, which he 
was governor of until May 2009. 

"The source for the additional wealth was from his additional final allowance 
as Bank Indonesia governor," Yopie said at the Vice Presidential Palace. 

"The allowance is in accordance with the regulations," he said, referring to 
Boediono's housing allowance and final salary as Bank Indonesia governor. 

Regarding the enormous size of the remuneration package, Yopie said it was 
common knowledge that the salary of the Bank Indonesia governor was large. 

Three of Yudhoyono's ministers - Coordinating Minister for Political, Legal and 
Security Affairs Djoko Suyanto, State Minister for Cooperatives and Small and 
Medium Enterprises Syarif Hasan and State Minister for Maritime and Fisheries 
Fadel Muhammad - are also richer than the president. 

Djoko has assets worth Rp 17.2 billion plus $40,000, Fadel's wealth is Rp 119.8 
billion plus $235,652, a decrease of Rp 1.5 billion from his 2006 report, while 
Syarif's wealth is Rp 17.5 billion plus $180,000. 

At the other end of the scale, the poorest cabinet member was Agriculture 
Minister Suswono, with Rp 1.9 billion. 

The only cabinet member with debt is Justice and Human Rights Minister 
Patrialis Akbar, who reported Rp 501 million in debt due to a car loan. 

Muhaimin Iskandar, the minister of manpower and transmigration, showed a huge 
jump in his declared wealth, from Rp 1.6 billion in April 2009 to Rp 6.9 
billion in November 2009. He apologized for the apparent discrepancy, saying he 
hadn't been disciplined in reporting his assets. 

Other ministers have previously announced their wealth, while some announced it 
on Friday and the rest will release the information shortly. 

"This [report] is part of a good political tradition and is expected by our 
people," Yudhoyono said. "This is part of transparency and accountability to 
the public." 

Among state institutions, members of the House of Representatives are most 
disciplined in reporting their wealth. According to Tumpak, 98 percent of House 
members have reported their assets, compared to 88 percent of state officials 
from judicial institutions, 77 percent from executive institutions and, at the 
lower end of the scale, only 55 percent from regional and state-owned 
enterprises (BUMN). 

"All of the ministers have reported their wealth but this should be followed 
with a public announcement," Tumpak said. 

The president demanded ministers fulfill their obligations. 

"I want feedback within three months regarding BUMN officials compliance with 
the requirement to report their wealth," he said.
