Biasanya politik pendidikan demikian dijalankan oleh rezim kleptokratik, maksudnya supaya rakyat tetap terkebelakang agar bisa mudah ditipu. Kalau mudah ditipu berarti rejeki nomplok bagaikan hujan emas turun dari langit kepada penguasa berkuasa.
