Review Comment:
   CASSANDRA_CONF is an existing environment variable, it is used to load 
cassendra-env.sh.  which I believe is a user editable file for configurations.  
 `cassandra-conf.sh` now strikes me as a very bad name as it is not really 
associated with CASSANDRA_CONF.  `cassandra-conf.sh`can not be dependant upon 
CASSANDRA_CONF as CASSANDRA_CONF may be set using `cassandra.in.sh` or whatever 
CASSANDRA_INCLUDE points to.
