Added a commit that spares some bytes on serializations + changed scrubbed overflow data to cap to 2038 which makes more sense. Both are small changes: CI [here](https://app.circleci.com/pipelines/github/bereng/cassandra/860/workflows/3ac593f0-e2ff-4dc1-be8b-3e05e1c573a4) is green despite the red. Circle is having a bad day and the reds are just circle indications some nodes failed and tests got triggered again.
