The alternative being heavy hacking. So I think this guarantees a note saying if you're on that Ubuntu you're blocked :-( I think we want to move in the direction of always doing this on a debian machine. We should create a debian docker image, and require releases to always be cut in it. This will add governance and repeatability to how and where the release was cut.
