Review Comment:
   From the name verifyJobIdPresent, I was expecting this function to lookup 
jobId in the ongoing jobIds list and error if not found. Whereas this function 
only ensuring given jobid is in UUID format. Not sure am I missing something.
   If we just want to ensure jobId string is a valid UUID, can we rename this 
function as validateJobId (or similar)?
