More for the jena5 branch. The main reason for the PR is "[Fix handling filenames as base URIs].(https://github.com/apache/jena/commit/0b4905075a7238d4b075bb37ec1f4e7051013f64). This is not Jena5 specific -- it showed up when running the jena5 tests "Jena5 Development" where the directory path name has a space in it.
