GitHub issue resolved #2062 Pull request Description: Make IRI handling follow [RFC 8141](https://datatracker.ietf.org/doc/html/rfc8141) which retrospectively changes the URN namespace definition of [urn:uuid: in RFC 4122](https://datatracker.ietf.org/doc/html/rfc4122). Review the test coverage, add tests, and generally tidy up IRIx testing.
