Most reorganisation and clear out of the scripted tests.
Remove ARQ tests that overlap with SPARQL 1.1 (Jena provided tests to the
WG).
Update the copy of rdf-tests-cg. For 1.2, this is the official home for the
tests of RDF and SPARQL tests. The CG also maintains the 1.1 and 1.0 tests,
extending and updating them to keep them correct for 1.2 implementations.
Update to SPARQL 1.2 escape sequences handling details.
