EXPERTS ON SANITATION SECTOR REQUIRED
A multinational consultancy company is looking for experts on several aspects
related to sanitation development. The project will be located in Yogyakarta.
Positions offered & qualification required is as follows:
a) Team Leader
· He/she must have civil/sanitary engineering background, minimum
working experience fifteen (15) years, shall have broad experience in
wastewater management, the preparation of master plans & feasibilities studies
with minimum experience in these fields of five (5) years.
· Basic knowledge, experience and understanding of urban planning.
· Good understanding of how the municipal and provincial government
works.
· Able to facilitate & guide the Local Government (LG) by the
preparation of strategic development and action plans.
· Able to work independently and manages multidisciplinary (Indonesian
– international) team.
· Understand the basic art of facilitation. Experience in facilitation
area is an added value.
· Able to communicate and prepare report in English.
b) Institutional Capacity Development
· Good knowledge of the organization of LG and existing and new
institutional arrangements for management, operation and maintenance of
entities in charge of wastewater management.
· Knowledge of English is important as he/she will work with
international experts.
· Minimum five (5) years of experience in the related field.
c) Legal Expert
· Able to facilitate the upgrading of existing PERDA related to
sanitation in general and wastewater management in particular, ownership of
community based facility; prepare MOU between the Local Government and the
community concerning O&M of decentralized system, tariff systems and collection
of contributions (fees) establishment of BLU-PAL.
· Minimum five (5) years of experience in the related field.
d) Financial Expert
· Good understanding of municipal finance and the assessment of the
financial situation at Provincial and Municipal level.
· Sufficient knowledge of tariff and financial feasibility studies
· Able to assess and develop fund flow mechanism between National,
Provincial and Municipal governments.
· Minimum five (5) years experience in the related field.
e) Senior Sanitation Expert
· Sanitary engineer with good knowledge of sewer networks (design and
O&M), basic knowledge of wastewater treatment
· Experience with both centralized and CBS wastewater collection and
treatment systems.
· Good computer skills (minimum excel, word, power point)
· Minimum ten (10) years of experience in the related field
f) Junior Sanitation Experts
· Should live in Yogyakarta and could be recently graduated
g) Expert Monitoring and Evaluation
· An engineer or social scientist who has at least five (5) years of
experience with the development and implementation of monitoring and evaluation
systems in the wastewater/sanitation sector
h) GIS Data Management Expert
· Able to develop and introduce tailor made system (GIS and database)
· Preferably engineering background or good understanding of
engineering
· Knowledge of English is important as he/she will work with
international experts.
· Minimum five (5) years of experience in the related field.
Duration of the project is eighteen (18) months and if the contract is awarded
to our consultant, the commencement date is expected by mid October 2008.
Except for the Team Leader, the start of assignment of other experts will be
defined later.
