The Asia-Pacific Regional office brings good cheer to Scouts around the region
and the
world!
Scout training for children in difficult circumstances
The on-going Ticket to Life programme for children in difficult circumstances
was evaluated
for the second time on 13-16 November at the Kakani International Training
Centre in
Nepal. Since the project was launched in 2006, the Scouting programme has
benefited 927
children in pilot centers in Bangladesh, India, Indonesia, Mongolia, Nepal,
Pakistan,
Philippines, and Sri Lanka. Beneficiaries are girls and boys ages 11 to 16
years old who are
orphans or with single parents. They are not gainfully employed and not
protected by any
other institution.
At the evaluation workshop, project officers and unit leaders from the
participating countries
assessed the impact of the programme on the children. From their sharing,
different
countries have different situations and the work is not easy. They agreed that
dealing with a
unique group of children, who themselves are coping with many “firsts”, needs
greater
commitment and sensitivity. Over a period of time, unit leaders observed some
behavioral
changes in the children as they joined more Scouting activities and learned new
skills.
Changes are seen mostly in how they show more cooperation and discipline,
better hygiene,
and a sense of belonging to the troop. Scout leaders concluded that the
programme should
continue and be sustained.

workshop.
Nepal to host APR Scout Leaders Summit in 2009
All is set for the 6
th
APR Scout Leaders Summit on 1-4 March 2009 at Hotel de l’ Annapurna in
Kathmandu. Before the summit, all sub-committees will meet on 27-28 February,
to be
followed by the Regional Scout Committee meeting. APR office has circulated the
general
information for fees, visa, accommodation, weather, and others.
Participants of the Summit are the key three leaders of National Scout
Organizations:
President/Chief Commissioner or equivalent, International Commissioner, and
Chief Scout
Executive/Secretary General. The four-day summit will focus on the regional
strategic plan,
constitutional matters, membership growth and focus areas for 2009-2012.
CNV Schedule for 2009
The Committee NSO Visit (CNV) has been well received by National Scout
Organizations
(NSOs) and the Regional Scout Committee finds it as a good means to build
relationships,
understand strengths and challenges, and identify areas for improvement.
Overall it promotes
goodwill between NSOs and the region. On its first year this 2008, the Regional
Committee has
completed six visits. And for 2009, the committee will visit Philippines on
15-17 January,
Papua New Guinea on 27-29 March, Maldives on 10-12 May, Japan on 1-3 June and
Mongolia
on 17-19 June.

Indonesia pursues quality in leader training
For the first time in over twenty years, Gerakan Pramuka organized a Course for
Leader
Trainers (CLT) on 13-19 November at the National Scout Training Center in
Cibubur, Jakarta.
The purpose is to upgrade their standard of training for leaders. They invited
28 adult leaders
from 21 provinces of Indonesia including a participant from Maldives. Gerakan
Pramuka puts
adult training a priority and an important channel in bringing the educational
programme of
Scouting to its millions of young members.
For the adult leaders, the course created a supportive learning environment
that makes
Scouting more attractive and enjoyable for volunteers. The entire course
consisted of five
modules: Scouting knowledge, training skills, adult learning skills, leadership
and personal
development skills.
Resource speakers were Dr Effendy B Rajab (Singapore), Dr Evelyn Vicencio
(Philippines),
Dr Cyrus Wadia (India), Dr Endy Atmasulistya and Sri Saprapto of Indonesia and
Thian Hiong
Boon of APR office. Mr Joko Mursitho of Indonesia directed the course.
APR Foundation taps potential donors
APR Chairman Jejomar Binay will host a fundraising event on 16 January 2009 for
the APR
Scout Foundation at the Shangrila Hotel in Makati City. He appealed to major
corporations in
the Philippines citing that the foundation has supported many Scout projects in
wildlife
conservation, resources expansion, peace campaigns, among others. The
foundation has 618
individual and corporate members in 32 countries.
Staff Development for APR office
In the yearly staff development workshop of the Asia-Pacific Regional office,
all 14 regional
staff underwent the “APR Workshop on Effective Feedback and Relationship” over
the weekend
of 7-9 November in Palawan, Philippines.
The resource person, Mr Earnest Tan, is a writer and counselor. He effectively
facilitated the
exercises for the staff to reflect and understand their own behavior styles and
how these could
impact those they work or deal with.
APR Calendar and Posters
A new edition of the APR wall calendar and posters will come out soon featuring
the winning
photos of the 6th APR Scout Photo Contest 2008. Winning photos were selected
from
hundreds of entries from 13 countries.

APR Scout Photo Contest 2009
Scouts and leaders of National Scout Organizations in the Asia-Pacific Region
are invited to
participate in the 7th APR Scout Photo Contest 2009.
The theme is “Scouts reaching out” aiming to increase the awareness and the
visibility of
Scouting in non-Scout horizons, i.e. indigenous and ethnic groups, children in
difficult
circumstances, refugees, young delinquents, special needs group, cultural
exchanges, etc.
Deadline of submission is on 10
th
February 2009. For more information, visit

Philippine government agencies to support 2009 APR Jamboree
The Philippines will host the Asia Pacific Regional Scout Jamboree from 28
December 2009 to
3 January 2010 in Mt Makiling. This will be the first time after 35 years ever
since the country
hosted the first regional Jamboree in 1973.
To prepare for this large event, the Host Organizing Committee of Boy Scouts of
the Philippines
convened various departments of the Philippine government for a Jamboree
briefing and to
engage their support. Departments present at the meeting were foreign affairs,
tourism, local
government, immigration, public works and highways, environment, national food
authority,
science and technology, customs, armed forces and coast guard, national police,
transportation
and communications – among others.
