I'm OK with this. I would add that if a mechanism allows the "last possible moment" to always be on the server side then the choice of whether to case fold can be left to the deployer. Also, mechanisms that have enough round trips can always leave this to the deployer as well. Even mechanisms that don't -- one could always indicate this via DNS, but I won't go there.
