Two quick thoughts:

(1) I am, again, suggesting one expert team for the base
categories and rules, not two.  If they can't figure out whether
they are in agreement and therefore how to give IANA a coherent
set of instructions, IAIA doesn't have a problem, the IESG does.

(2) I don't have an opinion as to whether separate registries
and reviewers/experts are needed to each "profile".  I hope not
but, if the answer is that we do, it is a separate issue
(possibly requiring different expertise) than getting the base
rules and categories right and may need a different set of
experts with a deep understanding of the applicable PRECIS-using
protocols.

(3)  I consider it an important corollary to yesterday's
discussion that we should be moving to (or evolving toward) a
single registry with sub-registries for things that are specific
to PRECIS and/or IDNA and/or PRECIS-related protocols.   As I
said in my earlier note, if the rules and categories that were
copied from IDNA2008 into precis-framework should be identical,
that should be easy -- even the non-normative derived tables
should be the same.  I don't have any reason to believe that
creating unified registries following those general principles
requires instructions to IANA more detailed than "we think it
would be a good idea and you have permission to do it".  YMMD.
