The german computer magazine c't has a longrunning campaign where they effectively 
certify your identity (through your passport) for PGP. It's very good, and you can 
even go and "signup" at your local post-office, IIRC.  The procedure only works in 
Germany 
(coz' it requires a trusted and basic legal framework for proving your identity), but 
it's pretty neat.  I wish some other magazines or entities would take on something 
similar.
